People prefer to develop UMATs in ABAQUS rather than ANSYS as far as I am aware. ABAQUS offers a very good API, so you don't need to worry about the details on how the database is structured. So you if you're developing an application that depends on reading ANSYS results (file.rst) that could be a pain. ANSYS doesn't offer an API to interface with the RST.
